CUSTOMS CODE OF UKRAINE

Article 374.5: Cultural values under codes 970121, 970122, 970129, 970192, 970199, 970210, 970290, 970310, 970390, 970400, 970510, 970521, 970529, 970531, 970539, 970610, 970690 according to the UCT of foreign trade, manufactured 50 or more years ago, regardless of their value and the method of movement across the customs border of Ukraine, are subject to written declaration in accordance with the procedure established for enterprises.

Objects of material and spiritual culture that have artistic, historical, ethnographic and scientific significance and are subject to
preservation, reproduction and protection in accordance with the legislation of Ukraine (see SPECIFIC LIST)

Cultural values put on the State Register of National
Cultural Heritage Cultural values put on the National Archive Fund
Cultural values put on the Museum Fund of Ukraine

DEFINITIVE EXPORTS ARE FORBIDDEN

Temporary export of cultural values may be carried out by individuals and legal entities:

To organise exhibitions
To conduct restoration works and scientific researchers
In connection with theatrical, concert and other artistic activities;
In other cases provided for by the legislation of Ukraine.

TEMPORARY EXPORT LICENCE REQUIRED

No certificates or permits are required for cultural goods that can be freely exported.

The main group of such objects are consumer goods, souvenir goods, cultural items and applied arts for the purpose
 of serial production or mass production, which were produced after 1950
Literature published after 1945
Musical instrument manufactured after 1950
Domestic and foreign coins, papery banknotes, made after 1960
Contemporary art

Find out if your item is considered a cultural asset. The examination is conducted by the expert institutions
(List of state institutions, cultural institutions, and other organizations, which are granted the right to conduct a
state examination of cultural values)

• Examination is a paid service.
• The deadline for the examination is 30 calendar days.
• The following is submitted to the expert institution
  • Application (with presentation of an identity document)
  • Two copies of color photo cards of objects measuring 13×18 centimeters
  • Subjects declared for examination

There will be two possibilities.
OPTION 1: If the expert opinion indicates that the object is not a cultural value. The expert opinion must be presented 
the expert opinion to the employee of the customs authority during declaration or attached to the mail.
OPTION 2: If the expert opinion indicates that the object is a cultural value. It is necessary to obtain a certificate 
for the right to export (definitive or temporary) cultural values from the territory of Ukraine

All documents are submitted in PDF format. If more than one cultural value is exported, a list of them in Word format is also provided.
The service of issuing a certificate for the right to export (temporary export) cultural values from the territory of Ukraine is free of charge.
